The strong and em tag are not for when you want bold or italic text. If you were talking about b and i tags i would agree 100% with your last statement.
For example, if you inspect this article you will see it makes usage of strong and em tags to convey extra level of importance and meaning, it is not about making it bold or italic.
You should not use tags for styling purposes, there is CSS for that. HTML is about structure and meaning which I recommend the right tags, ALWAYS. The strong and em tags are one of those.
